- The actual volume of text, counted in 250-word source pages rather than physical pages. A dense Chinese form can amount to two billable pages.
- Technical difficulty: an industrial contract or a judgment requires terminology research that a birth certificate does not.
- Layout: tables, seals, handwritten notes, crooked scans. Faithfully reproducing the structure of an official document takes time — and that fidelity is what prevents a rejection at the counter.
- The deadline: 48-hour express carries an explicit surcharge.
- Overall volume: documents from the same file cost less handled together, and large volumes qualify for a reduced rate.
